The theme of his talk will be “Hong Kong Under Chinese Sovereignty – Success or Failure?” Following his talk, John Wagster of Frost Brown Todd law firm will moderate a discussion and Q&A with Mr. Barclay.

July 1 marks the 20th anniversary of the transfer of sovereignty of Hong Kong from British colonial rule to the People’s Republic of China. Mr. Barclay arrived in Hong Kong in 1979 to join the Royal Hong Kong Police, 18 years before the Handover. Nearly 40 years later, Mr. Barclay is a leading Hong Kong government official having served a variety of key positions ranging from police inspector to policy positions in customer protection, intellectual property rights, housing and environmental protection.

Mr. Barclay will share his unique experience of life in Hong Kong and the economic, social and political transition that the Handover entailed.
