She began her journalism career in 2007 at the American television station NBC News in London. She has been associated with TVN and TVN24 for 13 years. She is the author of documentaries distinguished with awards at the World Media Festival in Hamburg: Uwolnić kapitana (Free the Captain) about the case of Captain Andrzej Lasota\, who was held in a Mexican prison for almost two years\, and Sąd biskupi i sekret papieski (The Bishop’s Court and the Pope’s Secret) in which Mariusz Milewski\, molested as a child by a priest\, reveals the secrets behind how the Church justice system operates. \nAbout “The Wagner Group: Putin’s Mercenaries” \nTrailer | Warning: Contains violent scenes \nDirector’s Statement \nThe film reveals the true face of the head of the Wagner Group\, Yevgeny Prigozhin\, who himself admits that his mercenaries “will win over Ukraine\, and later over NATO and the whole world”\, leaving no doubt how dangerous this organization is not only for Ukraine but also for all of us. \nAll the interlocutors of the director\, Ewa Galica\, pursue their goal with great determination: to reveal the details of the functioning of the Wagner Group\, which\, in their opinion\, threatens Western democracies. The film is illustrated with previously unpublished recordings of Wagnerians made during the fighting on the Ukrainian front and the recruitment process of Wagnerians in Russian prisons documented with hidden cameras. \nAbout David Kaiser \nDavid Kaiser is a medical specialist and volunteer who helps facilitate treatment for Ukrainian military and civilian casualties in Poland and in Ukraine\, especially amputees\, through an array of organizations supporting the humanitarian needs of victims of the unprovoked Russian invasion of Ukraine. \nKaiser is a former Captain Infantry\, United States Army\, 1968-1971\, served as Combat military advisor to the Vietnamese\, psychological operations\, and instructor in tactics and jungle warfare. Team leader- Mobile Advisory Team I-19\, 1969-1970\, Que Son\, Viet Nam. He brings comprehensive “know how” in the development and operations of new medical initiatives. Mr. Kaiser has developed and operated integrated health care delivery systems including for Health Maintenance Organisations (HMO)\, Consolidated Medical Group Practices\, Hospitals\, and Medical Marketing in the USA\, Central and Eastern Europe. Medical delivery\, physician governance and reimbursement mechanisms continue to evolve into comprehensive and complicated systems. Mr. Kaiser has been influential in implementing many comprehensive delivery initiatives into the infrastructure where health delivery is a major concern. \nBackground \nWith the beginning of the war in Ukraine\, including the armed military response to the Russian invasion of Ukraine\, global leaders have partnered to support a significant increase in wartime injuries and casualties. Individuals with polytrauma and major limb amputation constitute one of the most severe injuries. \nReports from the Ministry of Health\, Ukraine confirms that 500+ soldiers\, civilians\, and children with limb amputations need prosthetic\, orthotic\, and mental health care. An immediate need has been identified for the development of programs to support these individuals with complex polytrauma. This includes individuals with two or more “trauma” diagnoses\, including but not limited to major limb amputation\, traumatic brain injury\, spinal cord injury\, and emotional\, physiological\, and psychological trauma. \nWhile many military casualties and trauma instances are known\, we know many civilian adults and children who have also experienced severe trauma\, including loss of a limb\, other life-altering injuries\, and psychological trauma. \nOpportunity \nEncouraged the Ministry of Health\, Ukraine (which is responsible for wartime rehabilitation)\, The Ukrainian National Guard\, Baylor College of Medicine\, the Polish government healthcare system\, and ‘Alliance for Innovation (AFI)\, a US/Polish entity focused on healthcare delivery and trauma treatment\, have established a rehabilitation center of excellence in Poland to manage short and long-term patient care. \nBaylor’s team includes experts from Center for Prosthetic & Orthotic Care and Clinical Innovation\, the H. Ben Taub Department of Physical Medicine and Rehabilitation\, and the Center for Global Health. AFI’s team includes medical professionals\, retired military experts\, logistic experts\, and Not for Profit (NPO) staff. \nThis opportunity has resulted in an advanced team to establish the prosthetic and rehabilitation components various settings in Poland that will be set to treat individuals with amputation\, polytrauma\, PTSD\, and other rehab needs. \n• Long-term care will be coordinated with local prosthetists and orthotists from Poland and Ukraine\, with Baylor’s clinicians working closely with the local teams\, including Ottobock Poland (global prosthetic company)\, to address the acute and long-term challenges. \n• Establishing a state-of-the-art clinic and laboratory will be designed to provide the best available care to the victims of the war in Ukraine and the surrounding regions. \n• The operational team includes academic faculty and clinicians\, military operation specialist\, wartime physicians\, and local/global leaders with support from the Ukrainian and Polish Ministries of Health\, the Ukrainian National Guard\, and multiple governmental\, humanitarian\, NPOs\, academic\, and private organizations. \n• This center will originate in Poland’s CSK MSWiA (Sziptala Kliniczznego Ministry of Interior Hospital) located in Warsaw. It will provide prosthetic\, orthotic\, psychological\, physical medicine\, orthopedics\, musculoskeletal\, and polytrauma rehab in line with these specialties and targeted therapies for rehabilitation and restoration. \n• Other hospitals and rehabilitation facilities in addition to the one in Warsaw have offered their services. \nOther Involvement and Support: \nAugust Mission provided logistical support\, and Operation Walk Chicago offered to provide wheelchairs for the patients. Also\, the Virginia Commonwealth University and Denver\, Colorado’s Craig Hospital for Traumatic Brain Injury/Neurological Disorder\, and others may send volunteers\, while the University of Massachusetts’ Spalding Rehabilitation Center may provide a telemedicine solution to the project. \nThe first patients arrived in Warsaw in mid-November 2022 and were immediately housed in a hotel annex on the hospital campus. \nThe first two soldiers lost their left arms during combat operations in March and April\, 2022 in Mariupol. Before joining the Bulletin\, Bronson served as the vice president of studies at the Chicago Council on Global Affairs. The leaders discussed their mutual interests in the context of the world of 1945\, but the longstanding conventional thinking about the relationship was not the basis for building ties. So says Professor David Des Roches\, Army combat veteran\, who served numerous tours in the Middle East and now specializes in the Arabian Peninsula at the Defense Department’s Near East South Asia Center for Strategic Studies. He notes there’s a shortfall in the knowledge of the history of America’s security interests with the Kingdom. \nThe lack of detail in that knowledge is a point also made by Commodore Abdulateef al Mulhim who served a career in the Royal Saudi Navy and who is a consultant and commentator on global affairs\, especially the U.S.-Saudi relationship. The deep ties and shared interests\, he says\, are little understood as he points to the successful partnership in the Cold War\, in tackling regional security challenges and in serving as a reliable provider of global energy resources. Mulhim\, who received his undergraduate education at the State University of New York Maritime College\, notes that the liberation of Kuwait and other American military operations in the region would not have been possible with the close partnership. \nThe U.S.-Saudi ties span many dimensions: political\, military\, economic\, cultural\, academic and more. However\, the conversation in the U.S. about America’s relationship with Saudi Arabia is generally focused on leadership issues. Former American Ambassador to Saudi Arabia Chas Freeman likened it to a marriage that had its ups and downs but had staying power based on the mutual benefit. The national security partnership\, said Des Roches\, was very good\, adding\, until Jamal Khashoggi. The brutal murder of the journalist put the conduct of Crown Prince Mohammed bin Salman in the spotlight amid accusations he ordered the crime. The White House has worked to move forward but a number of issues remain. He served in the Royal Saudi Navy for over 27 years reaching the rank of Commodore. Commodore al Mulhim served in numerous operational and staff assignments in the Saudi Royal Navy including duties in the United States. He has been a regular columnist for newspaper including the widely read English language “Arab News” and Alyaum newspapers. \nAbout David Des Roches \nDavid B. Des Roches is Associate Professor at the Near East South Asia Center for Strategic Studies (NESA) at National Defense University\, where he specializes in countries of the Arabian Peninsula\, Gulf Cooperation Council Regional Security\, Border Security\, Weapons Transfers\, Missile Defense\, Counterinsurgency\, Terrorism and emerging trends. \nHe joined NESA in 2011 after serving the Office of the Secretary of Defense for Policy in numerous positions\, including as Director of the Gulf and Arabian Peninsula\, the DoD liaison to the Department of Homeland Security\, the Senior Country Director for Pakistan\, the NATO Operations Director (where he drafted the NATO comprehensive approach directive)\, the Deputy Director for Peacekeeping\, and the spokesman for the Defense Security Cooperation Agency.  Prior to that\, he served in the White House Office of National Drug Control Policy as an International Law Enforcement Analyst and Special Assistant for Strategy. \nProfessor Des Roches has lectured at the Qatari Staff College\, the Saudi War College\, and is the author of numerous articles and chapters on Gulf security. He is the editor of The Arms Trade\, Military Services and the Security Market in the Gulf: Trends and Implications (Berlin: Gerlach\, 2016)\, and a contributing author of the NATO curriculum on counterinsurgency [Link] as well as the NATO curriculum on counterterrorism  [Link].   He regularly presents at various Washington and international think tanks on Middle East and security issues. \nProfessor Des Roches holds advanced degrees from the University of London School of Oriental and African Studies and Kings College London\, which he attended as a British Marshall Scholar.  He also holds an advanced degree from the U.S. Army War College\, and a bachelor of science degree from the United States Military Academy\, West Point\, where he was selected to Phi Kappa Phi. He is also a graduate of the Federal Executive Institute\, the US Government education center for senior civil servants. Prior to retirement in 2021\, she was the Senior US Defense Liaison Officer at Royal Air Force Base Wyton as part of her assignment to the the UK Ministry of Defence Directorate for Intelligence. From 2013 to 2016\, she served as the Information Review Task Force (IRTF) Senior Intelligence Officer assessing the impact of the compromise classified information on Department of Defense (DoD) Intelligence and Operations capabilities. From 2011 to 2013\, Ms. Monroe served as Deputy Chief of the Middle East and North Africa Office\, and as the Deputy Director for the Middle East and Africa Regional Center. From August 2010 to March 2011\, she was Intelligence Chief for the first DoD Information Review Task Force which was charged with assessing the impact of the leak of classified reporting to WikiLeaks. Ms. Monroe served in a number of additional positions within DIA: Acting-Chief of the Defense Intelligence Open Source Program Office; Deputy Chief of the 200-member Counterproliferation Support Office (CPT); Executive Assistant to VADM Jake Jacoby\, Director\, DIA; and in a variety of positions in the Joint Chiefs of Staff Directorate for Intelligence\, J2. \nMs. Monroe’s civilian awards include: Director of National Intelligence (DNI) Exceptional Achievement Medal; DIA Director’s Award; DIA Award for Exceptional Civilian Service; and the DoD Science\, Technology\, Engineering and Mathematics (STEM) Role Model Award. Ms. Monroe received an MA in National Security and Strategic Studies from the US Naval War College in 1999; an MBA from St. Ambrose University in 1994; and a BS in Journalism from Texas A&M University in 1987.  She currently resides in Nashville\, Tennessee where she volunteers with the Tennessee World Affairs Council and is active in the local community. \n\n\nLeila Gardner \nMs. Gardner is the Assistant Director\, Headquarters Marine Corps Deputy Commandant for Information \nAs the Assistant Director of Intelligence she manages the Headquarters Intelligence Branches and provides professional intelligence management and policy support to assist the Director of Intelligence (DIRINT) and the Deputy Commandant for Information (DCI) in the conduct of Marine Corps Intelligence activities within the Marine Corps\, Defense\, and National Intelligence Communities. Prior to her selection as the Assistant Director\, she served as the USMC Intelligence Mission Manager and advised the DCI\, the DIRINT\, and the Marine Corps Intelligence\, Surveillance\, and Reconnaissance Enterprise (MCISRE) on all aspects of strategic\, operational\, and tactical intelligence\, including current and future programs. While on a Joint Duty Assignment with the Defense Intelligence Agency (DIA)\, Ms. Gardner was the Deputy Research Director for Military Capabilities from September 2018-September 2019 and from February 2017 to August 2018\, she served at the Mission Manager for Europe Eurasia at DIA. From October 2019 to October 2020 Ms. Gardner spent a year on active duty as a Navy Commander as a Defense Liaison to the United Kingdom’s Ministry of Defense-Intelligence at RAF Wyton’s Pathfinder Five Eyes Facility. Prior to joining DIA on a Joint Duty Assignment in February 2017\, she was the Senior Advisor to the Director of Intelligence for Analysis and Production\, Headquarters Marine Corps. In that position she represented the Marine Corps as the senior intelligence analyst and provided policy and management guidance on intelligence analysis and production in order to assist the Director of Intelligence in the conduct of Service Intelligence activities within the Marine Corps\, Defense\, and National Intelligence Communities. \nMs. Gardner was selected as a Defense Intelligence Senior Leader (DISL) in September 2011. Her areas of responsibility include Advancing Analysis across the Marine Intelligence Enterprise\, the Unified Intelligence Strategies\, National Intelligence Estimates\, and strategic planning. She was assigned to the Marine Corps Intelligence Activity (MCIA) from 2000-2010 where she held various analytic and leadership positions including threat analysis and regional specialist. Her areas of concentration included cultural intelligence\, irregular warfare\, and the need to utilize open source material to provide intelligence products at the lowest classification level. In October 2010 she assumed the duties as the N2\, Director of Analysis\, for the KENNEDY Irregular Warfare Center at the Office of Naval Intelligence. \nMs. Gardner began her intelligence career in 2000 at the Marine Corps Intelligence Activity where she served in a number of analytic positions including the Balkans\, Horn of Africa\, and Russia regional analysis. In addition to her duties as Senior Associate Mission Manager\, Ms. Gardner is a commissioned intelligence officer in the U.S. Navy Reserve. She was commissioned in 2003 after having served 10 years as an enlisted Marine Corps intelligence specialist in the Marine Corps Reserve. Her personal decorations include the Bronze Star\, Joint Service Commendation medal (oak leaf in lieu of second award)\, Navy Commendation medal \n\n\n\n\n\n\n(gold star in lieu of second award)\, Joint Service Achievement medal and Navy Marine Corps Achievement medal. \nMs. Gardner is a graduate of Virginia Commonwealth University and holds a Master of Science in Military Studies degree from Marine Corps Command and Staff College. She received her Intelligence Community Officer designation in 2009. \nSafa Shahwan Edwards \nSafa Shahwan Edwards is the deputy director of the Atlantic Council’s Cyber Statecraft Initiative under the Digital Forensic Research Lab (DFRLab). In this role\, she manages the administration and external communications of the Initiative\, as well as the Cyber 9/12 Strategy Challenge\, the Initiative’s global cyber policy and strategy competition. \nSafa holds an MA in International Affairs with a concentration in Conflict Resolution from the George Washington University Elliott School of International Affairs and a BA in Political Science from Miami University of Ohio. Safa is of Bolivian and Jordanian heritage and speaks Spanish and Arabic. \n\nMaureen Page \nDISL\, Research Director\, Defense Intelligence Agency \nMs. Page leads the planning\, execution\, and oversight of intelligence research and analytic tradecraft within the Directorate for Analysis. She oversees the development of analytic tradecraft guidance\, leads analytic outreach programs\, guides DIA’s product evaluation and analytic lessons learned efforts\, and develops the Defense Intelligence Enterprise’s Program of Analysis. She previously served as the Senior Defense Intelligence Analyst (SDIA) for Executive Production\, the SDIA for U.S. European Command\, and the SDIA for Europe and NATO within DIA’s Europe Eurasia Regional Center. After college\, Ms. Page attended the London School of Economics and Political Science and graduated with a Master of Science degree with merit in Comparative Politics. \nMs. Page joined DIA in 2003 as an analyst. From 2005 to 2007\, she worked in the White House Situation Room where she served as the Senior Duty Officer providing direct intelligence support to the President of the United States. From 2008 to 2010\, she served on the National Intelligence Council (NIC) as the Deputy National Intelligence Officer for Europe. During this rotation\, she orchestrated two National Intelligence Estimates. After completing the NIC rotation\, Ms. Page retuned to DIA as the Deputy Defense Intelligence Officer for Europe and NATO from 2011 until 2013. In this capacity\, she briefed the President of the United States on a key intelligence topic in mid-2011. In 2012\, Ms. Page became the Europe Division Chief within DIA’s Europe Eurasia Regional Center. \nMs. Page received the Meritorious Presidential Rank Award in 2019. She previously received the National Intelligence Exceptional Achievement Award from the Office of Director of National Intelligence and the Chairman of the Joint Chiefs of Staff Joint Meritorious Civilian Service Award twice. She is a four-time recipient of DIA’s Meritorious Civilian Service Award. \nMs. Page resides with her husband\, Matthew\, formerly an analyst at State Department’s Bureau of Intelligence and Research. She holds a PhD. in higher education administration from Michigan State University. \nTerrance Fluker \nTerrance Fluker became the Tennessee Regional Recruiter for the Peace Corps in December 2022.  He has a M.S. in Media Management from Arkansas State University and brings a media background of over 30 years in radio management and programming to the position.  Terrance believes in the basic tenets of the Peace Corps and works to build its profile and awareness of the amazing opportunities the Corps has to offer to residents of Tennessee.  Fluker and his wife Kimberly have been married for 27 years and reside in Nashville. \nSaúl Hernández \nSaúl Hernández is a career Foreign Service Officer with over eighteen years of experience at the U.S. Department of State. He is the Diplomat in Residence for the Southern region\, recruiting diverse talent for career and student program opportunities with the U.S. Department of State. \nSaúl was previously the Director for the Outreach and Communications Unit and the Public Diplomacy Incubator Unit in the Office of Policy\, Planning\, and Resources for the Under Secretary for Public Diplomacy and Public Affairs. Before joining the firm in 2022\, Miller was a senior vice president with the Truist Commercial Banking division in Nashville\, where she worked for nearly ten years focusing on for-profit and not-for-profit clients. Prior to relocating to Nashville from New York\, she spent eight years on Wall Street focusing on foreign exchange markets and was a relationship manager\, foreign exchange specialist at Bloomberg L.P. \nSabrina earned her bachelor’s degree with cum laude honor at the University of Mississippi with a double major in banking & finance and international business. \nSabrina services on the board of directors and finance committee for The Martha O’Bryan Center and is past board treasurer. She is a Class 63 alumna of the Young Leaders Council. Originally from Brazil\, Sabrina moved to the United States at age 17 when she was recruited by The University of Mississippi on an NCAA division 1 tennis scholarship and became a naturalized citizen in December of 2013. \nSabrina is a Member of the Tennessee World Affairs Council Board of Directors. \nRachel Bowen Pittman \nThroughout her career\, Rachel Bowen Pittman has been committed to the idea that individuals\, when brought together and motivated around a common vision\, can be strong catalysts for change toward a brighter\, more just\, and more sustainable future. \nAs Executive Director of UNA-USA\, Rachel leads a grassroots advocacy movement of more than 20\,000 Americans in 225+ chapters who are dedicated to supporting the work of the United Nations in their communities\, on campuses\, and on Capitol Hill. She guides the UNA-USA’s strategic work and key partnerships\, directs the UNA-USA Fellowship Program\, oversees membership expansion\, and spearheads important advocacy initiatives to help the United States advance the far-reaching goals of the United Nations. Rachel has been with the UNA-USA—a component of the United Nations Foundation—for more than seven years. Bayan Sami Abdul Rahman\n  \nMarch 8\, 2023 @ 12:00 p.m. CT\nWith Moderator \n\nLCDR Patrick Ryan\, USN (Ret)\nFounding President\, TNWAC \nRegister Now\n\nThe story of the Iraqi Kurds and the establishment of the autonomous zone and the Kurdish Regional Government is a great Middle East epic that continues to play out. The Kurds have sought to carve out their own state amid the turmoil of unfolding regional history. They’ve been gassed and chased into the mountains by Saddam Hussein and attacked by the dangerous terror group ISIS. The Kurds have stood up courageously against their opponents. \nThe Iraqi Kurds and the United States have had a long history of cooperation and sadly\, at times\, abandonment. The aspirations of the people of Kurdistan took shape in the 2017 independence referendum as the coalition battle against ISIS was winding down. The referendum won with 92% of Kurds voting to free the region from Baghdad’s authority. However\, the central government through a Supreme Court ruling\, quashed the initiative. The KRG continues its close relationship with Washington as it continues to navigate a tough neighborhood\, wedged among its Iraqi neighbors and Turkey\, Iran and Syria. The KRG has been very well represented in Washington by the Hon. Bayan Sami Abdul Rahman. Join us. \n\nBayan Sami Abdul Rahman \nKurdistan Regional Government Representative to the United States \nBayan Sami Abdul Rahman is the Kurdistan Regional Government (KRG) Representative to the United States of America. \nKey to her role are strengthening ties between Kurdistan and the United States\, advocating her government’s position on a wide array of political\, security\, humanitarian\, economic\, and cultural matters and promoting coordination and partnership. Prior to her US appointment in 2015\, Ms. Abdul Rahman was the High Representative to the United Kingdom. She was elected to the Leadership Council of the Kurdistan Democratic Party in 2010. \nBefore her career in public service\, Ms. Abdul Rahman worked as a journalist for 17 years. She began her career on local newspapers in London and won the Observer Newspaper’s Farzad Bazoft Memorial Prize in 1993\, which led her to work at The Observer and later at the Financial Times. She worked for the FT in Britain and in Japan\, where she was Tokyo Correspondent. \nHer late father\, Sami Abdul Rahman\, was a veteran of the Kurdish freedom movement\, joining the Kurdistan Democratic Party in 1963 and playing a critical leadership role in the Kurdish and Iraqi opposition to Saddam Hussein’s regime. Anna contributed and led the comprehensive school reform in Ukraine\, as well as was a leader of the higher education funding reform. Currently Anna leads various projects that aim at education access renewal in Ukraine amidst the war. \nElena and Madeleine Byrd \nMother-daughter duo\, Mrs. Elena and Dr. Madeleine Byrd have spent most of the past year volunteering in Warsaw\, Poland\, providing humanitarian aid and medical services to Ukrainian refugees. Following the outbreak of war\, Madeleine and Elena began volunteering at a major refugee center in Warsaw where they assisted in the development of the refugee center’s “Medical Point.” Through many months of working in the “Medical Point\,” they have come to better understand the vast medical and resource needs of refugees. They gained additional experience as community volunteers for other medical\, educational\, and humanitarian services\, with a focus on children displaced by war. \nElena Camacho Byrd \nElena Camacho Byrd\, born in Lausanne\, Switzerland\, grew up in Cuba before she and her family fled during the Cuban Revolution to move to the United States. Elena received a BA in English and Sociology\, as well as a Master of Science in Education from the University of Pennsylvania. She studied Land Economy at the University of Cambridge. She received an MBA from the Kellogg School of Management at Northwestern University. Elena spent over fifteen years working in public health writing grant proposals and assisting physicians in patient care\, primarily in Haiti and the Dominican Republic.  In the United States\, she has served as a teacher and tutor for students of all ages. She is now an active volunteer in the Nashville community\, where she is a long-term Board member of the Tennessee Poison Center. Elena is fluent in English and Spanish. She is married to Barney Byrd\, and has three grown children. \nDr. Madeleine Byrd\, M.S.\, M.D. \nMadeleine Elizabeth Byrd\, M.S.\, M.D. was born and raised in Nashville\, Tennessee\, where she attended The Harpeth Hall School. Madeleine received her B.A. in neuroscience from The University of Pennsylvania. She completed her Master’s in Pharmacology and M.D. at Georgetown University. Madeleine has strong family ties to medicine on both sides of her family\, and is a fourth generation “Dr. Byrd” in Nashville. Madeleine has wanted to be a pediatrician since age 7\, inspired by her maternal grandmother who was a pediatrician and global public health specialist. Geraldine was Chair of the United Nations Commission on the Status of Women (CSW) for 2018 and 2019. She has also co-chaired high-level political negotiations on the hundredth anniversary of the birth of Nelson Mandela and on the ‘Samoa pathway’ for Small Island Developing States. \nA native of County Louth\, in 2020 Ambassador Byrne Nason was awarded the Freedom of Drogheda\, the town’s highest honour and was the third woman to receive the award of its 35 recipients. In 2014\, Geraldine was elected a Member of the Royal Irish Academy\, Ireland’s highest academic honour. The series has followed the twists and turns of the unprovoked war over the last nine months. \nUkrainian forces have successfully turned to the offense in the east while Russia continues to brutalize the civilian population with missile and drone strikes aimed at crippling infrastructure and energy supplies\, turning out lights and turning off heat “weaponizing winter.” Questions remain about the resilience of the West’s commitment to Ukraine — military\, humanitarian and other financial aid — and the endgame — what will it take to end the war. \nTNWAC’s and ACG’s “In Focus” series on the Russian invasion of Ukraine continues on December 6th with Ambassador John Kornblum\, providing insights and perspectives on the political\, diplomatic\, military and strategic developments. \n\n\n\nAmbassador John C. Kornblum has a long record of service in the United States and Europe both as a diplomat and as a businessman. He is recognized as an eminent expert on U.S.-European political and economic relations\, in particular in Central and Eastern Europe. He served as the U.S. Ambassador to Germany from 1997 to 2001. Before that\, he occupied a number of high-level diplomatic posts\, including U.S. Assistant Secretary of State for European affairs\, Special Envoy for the Dayton Peace Process\, U.S. Ambassador to the Organization for Security and Cooperation in Europe (Helsinki Process)\, Deputy U.S. Ambassador to NATO\, and U.S. minister and deputy commandant of forces in divided Berlin. From 2001 to 2009\, he was chairman of Lazard Freres Germany. He currently serves as senior counsellor to the international law firm Noerr LLP and as a senior adviser to the worldwide consultancy Accenture. Mr. Kornblum has also served on a number of supervisory and advisory boards including those of Thyssen-Krupp\, Technologies AG\, Bayer AG\, Russell Reynolds\, and Motorola Europe. This was confirmed overnight by Moscow’s embassy to Indonesia. At the same time\, we are seeing reports that the Kremlin is withdrawing its troops from Kherson\, the only regional capital it managed to capture since its full-scale invasion of Ukraine began in February. The retreat from Kherson is one of the most serious blows to Russia in Putin’s war. She will be focusing on transatlantic policy toward Russia while at GMF. Dr. Fix has published widely in academia\, thinktanks\, and national and international media. She holds a doctorate degree from the Justus Liebig University Giessen and a master’s degree from the London School of Economics and Political Science. \nLieutenant General Ben Hodges served as Commanding General\, United States Army Europe from 2014 to 2017 before his retirement from the Army in early 2018. \n \n\n\nBiographies \nAmbassador Oksana Markarova \nOksana Markarova was appointed the Ukraine’s Ambassador to the USA and arrived in DC on Apr 20\, 2021. She served in Ukraine’s Ministry of Finance in 2015-2020 as First deputy Minister and Government commissioner on investments and then since 2018 as a Minister of Finance. During her time at the Ministry she was a co-author of Ukraine’s macroeconomic revival program\, has conducted unprecedented fiscal consolidation leading to deficit to GDP of 2% and debt to GDP reduction to below 50%\, introduced midterm budgeting\, gender oriented budgeting as well as negotiated\, structured and coordinated successfully two IMF programs and other IFI cooperation programs. During her tenure she and her team has also created UkraineInvest government promotion agency\, Ukrainian Startup fund and an eData ecosystem of government public finance portals including spending.gov.ua\, openbudget.gov.ua and analytical instrument BOOST\, which opened the majority of the public finance data to the public and increased Ukraine in all major international data transparency ratings. \nPrior to career in public service Mrs. Markarova spent 17 years working in private equity and financial advisory having leadership roles in ITT investment group\, Western NIS Enterprise Fund\, Chemonics and and World bank\, as well as founded Archidata startup electronic archive company in between service positions in 2020. \nOksana Markarova serves at the Boards of UkraineHouse DC foundation in Washington DC\, Kyiv-Mohyla Academy\, Ukrainian Development Foundation and supports Ukrainian Catholic University and Ukrainian Press Museum-Archive. \nShe holds BS and MS degrees in Environmental Science from Kyiv-Mohyla Academy in Ukraine and MPA in public finance from Indiana University with academic excellency and best international student awards. \nMarkarova is married with four children and grandson. \n\nAmbassador John Herbst \n\n\n\nAmbassador John E. Herbst is senior director of the Atlantic Council’s Eurasia Center and served for thirty-one years as a foreign service officer in the US Department of State\, retiring at the rank of career minister. He was US ambassador to Ukraine from 2003 to 2006\, when he worked to enhance US-Ukrainian relations\, help ensure the conduct of a fair Ukrainian presidential election\, and prevent violence during the Orange Revolution. Prior to that\, he was ambassador to Uzbekistan (2000-03)\, where he played a critical role in the establishment of an American base to help conduct Operation Enduring Freedom in Afghanistan. He also promoted improved US-Uzbek relations\, in part by encouraging the government in Tashkent to improve its human rights record. \nIn his last four years at the State Department\, he served as the coordinator for reconstruction and stabilization\, leading the US government’s civilian capacity in societies in transition from conflict or civil strife\, and to provide support to countries at risk of instability. He oversaw the establishment of the Civilian Response Corps of the United States\, the US civilian rapid response force for reconstruction and stabilization operations overseas. \nAmbassador Herbst previously served as US consul general in Jerusalem; principal deputy to the Ambassador-at-Large for the Newly Independent States; the director of the office of independent states and commonwealth affairs; director of regional affairs in the Near East Bureau; and at the embassies in Tel Aviv\, Moscow\, and Saudi Arabia. \nHe most recently served as director of the center for complex operations at National Defense University. He has received the Presidential Distinguished Service Award\, the Secretary of State’s Career Achievement Award\, and the State Department’s Distinguished Honor Award. Ambassador Herbst has written book chapters\, articles\, and op-eds on stability operations in Central Asia\, Ukraine\, and Russia. His writings have appeared in the New York Times\, the Washington Post\, the Atlantic\, the National Interest\, and Foreign Policy. He has been a frequent guest discussing the Ukraine crisis on television and radio.  \nAmbassador Herbst earned a bachelor of science in foreign service from Georgetown University’s School of Foreign Service\, Phi Beta Kappa\, and a master of law and diplomacy\, with distinction\, from the Fletcher School at Tufts University. He is recognized as an eminent expert on U.S.-European political and economic relations\, in particular in Central and Eastern Europe. He served as the U.S. Ambassador to Germany from 1997 to 2001. Before that\, he occupied a number of high-level diplomatic posts\, including U.S. Assistant Secretary of State for European affairs\, Special Envoy for the Dayton Peace Process\, U.S. Ambassador to the Organization for Security and Cooperation in Europe (Helsinki Process)\, Deputy U.S. Ambassador to NATO\, and U.S. minister and deputy commandant of forces in divided Berlin. From 2001 to 2009\, he was chairman of Lazard Freres Germany. He currently serves as senior counsellor to the international law firm Noerr LLP and as a senior adviser to the worldwide consultancy Accenture. Mr. Kornblum has also served on a number of supervisory and advisory boards including those of Thyssen-Krupp\, Technologies AG\, Bayer AG\, Russell Reynolds\, and Motorola Europe. He is a member of the boards of the American Chamber of Commerce in Germany\, the American Academy in Berlin\, the Deutsche Oper in Berlin\, and of numerous nonprofit organizations on both sides of the Atlantic. He received a B.A. from Michigan State University in 1964\, and he has been the recipient of many awards\, including a Knights Cross of the Order of Merit from Germany and an Order of Merit from Austria. \nDr. Liana Fix is a Resident Fellow at the German Marshall Fund’s Washington office\, while on sabbatical from the International Affairs Department of the Körber Foundation in Berlin. She is a political scientist and historian\, and her work focuses on Russia and Eastern Europe\, European security\, arms control\, and German foreign policy. She will be focusing on transatlantic policy toward Russia while at GMF. Dr. Fix has published widely in academia\, thinktanks\, and national and international media. She holds a doctorate degree from the Justus Liebig University Giessen and a master’s degree from the London School of Economics and Political Science.  \nSteven E. Sokol is the President of the American Council on Germany. Previously\, he served as President and CEO of the World Affairs Council of Pittsburgh and prior to that he was the Vice President and Director of Programs at the American Council on Germany. Earlier in his career\, Steve served as the Deputy Director of the Aspen Institute Berlin\, was the Head of the Project Management Department at the Bonn International Center for Conversion GmbH (BICC)\, and a Program Officer in the Berlin office of the German Marshall Fund of the United States. He holds a Doctorate in Law and Policy from Northeastern University as well as an M.A. in International Relations and International Economics from the Johns Hopkins University’s Paul Nitze School of Advanced International Studies (SAIS) and a B.A. from Wesleyan University.
