Prior to her doctorate\, Haynes was selected as a Public Policy and Nuclear Threat (PPNT) fellow at the University of California\, San Diego. Haynes research specializes in Chinese nuclear strategy (Chinese Nuclear Proliferation: How Global Politics is Transforming China’s Weapons Modernization\, 2016). In addition\, Haynes has published numerous articles in peer-reviewed journals\, including Asian Perspectives\, Asian Security\, PS: Political Science and Politics\, Strategic Studies Quarterly\, The Nonproliferation Review\, and Comparative Strategy. She has also authored chapters in the Ashgate Research Companion on Chinese Foreign Policy\, and has a chapter in the forthcoming Routledge volume on Nuclear Modernization. Haynes has been invited to present her research at the Department of Defense Strategic Multilayer Assessment Group and at the Air War College. Haynes is a member of the International Studies Association and American Political Science Association and serves as a board member for the Tennessee World Affairs Council (TNWAC). She serves as sponsor of the Lipscomb Model UN club and co-sponsor of the political science honor society\, Pi Sigma Alpha. \nClàudia Baró Huelmo | London \nClàudia Baró Huelmo specialises in public international law\, international arbitration and international criminal law. She has acted as counsel for States and corporate entities in a number of international arbitration proceedings with experience in disputes in the financial services\, trade\, banking\, energy\, waste management and recycling sectors. She has also advised European\, Caribbean and American States in public international law matters such as State succession\, territorial and maritime boundaries\, new approaches to trade treaties with the United Kingdom post-Brexit\, business and human rights\, settlement of international disputes\, and relations with international organisations. Before joining the firm\, Clàudia worked for a leading international arbitration firm in Geneva (2017-2019) and a public international boutique law firm in London (2016 – 2017). Prior to that\, she taught public international law courses at the Autonomous University of Barcelona and worked in a Spanish law firm specialising in banking litigation (2015 – 2016). Clàudia holds an LLM (2015\, with distinction) in Public International Law from the London School of Economics and Political Science (LSE). During her time at the LSE\, she was also the team captain of the winning team of the United Kingdom Philip C. Jessup International Moot Court Competition. She graduated with a Spanish law degree from the Autonomous University of Barcelona in 2014 where she has awarded the Extraordinary Award for graduating first of her class. She also holds a certificate in Public International Law from The Hague Academy of International Law (2014) and was an exchange student at the University of California\, Berkeley (2012 – 2013). \nTina Burjaliani | Budapest \nTina Burjaliani is an international lawyer and an expert in the rule of law and justice sector reforms with more than 15 years of experience in Central and Eastern Europe\, Middle East and North Africa and South East Asia. \nTina held different positions in the Government of Georgia in 2004-2012\, including the First Deputy Minister of Justice\, head of Legal Department at the Office of Chief Prosecutor and Government Agent to the European Court of Human Rights. At the Government of Georgia\, Tina chaired and co-chaired number of bilateral and multilateral high-level negotiations\, including the Justice and Rule of Law Working Group of the US-Georgia Strategic Cooperation Commission\, the Justice and Security Working Group at the Deep and Comprehensive Free Trade and Visa Liberalization negotiations between Georgia and the European Union and represented the Government at the high-level meetings at the UN\, NATO\, European Union\, Council of Europe\, other international forums and with foreign states. She served as an expert at the Council of Europe’s Group of State Against Corruption (GRECO)\, Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism (MONEYVAL)\, the Committee on the Efficiency of Justice (CEPEJ)\, Steering Committee on Human Rights and the Working Group for drafting the Protocol No.14 to the European Convention\, amending the control system of the Convention. Tina litigated landmark cases at the European Court of Human Rights in Strasbourg\, International Court of Justice in the Hague and investment and commercial arbitration tribunals. \nIn 2014-2020\, Tina held different positions at the American Bar Association Rule of Law Initiative (ABA ROLI) including Senior Judicial and Human Rights Advisor in the Middle East and North Africa Division (MENA)\, co-chair of the Human Rights Practice Group and the Country Director for Libya and Tunisia. \nTina has law degree from Tbilisi State University and the LLM in International legal Studies from American University Washington College of Law where she studied as Edmund Muskie Scholar. \nVicki Prais | London \nVicki Prais is an international human rights lawyer and independent human rights consultant with particular expertise in prisoners’ rights\, prison reform\, dignity behind bars and torture prevention.  She has 24 years’ experience in the human rights sector and a professional background in international organizations (the UN\, Council of Europe)\, the British Government (Human Rights Advisor to the UK Foreign\, Commonwealth and Development Office)\, non-governmental organizations (Amnesty International\, Penal Reform International) National Human Rights Institutions (the Scottish Human Rights Commission) and academia (Surrey University\, England and a Fellow in Residence at the Centre for Human Rights & Legal Pluralism\,  McGill University\, Montreal). Vicki’s international experience has taken her to Japan\, Canada\, Thailand\, Georgia and Ethiopia.  She has written widely both academically and for a wider audience through blogs\, industry journals and Op-Eds. Vicki has an undergraduate degree (LLB) in Law and a Masters degree in Human Rights and Civil Liberties from the University of the West of England\, Bristol and the University of Leicester\, respectively. \nIoana Bara-Busila \nIoana BARA-BUSILA is an experienced International Lawyer with an atypical path shared between public and private sector and a cross-disciplinary legal expertise. She holds a bachelor’s degree in law and a Master degree in International and European Law from the University of Toulouse\, France.  \nDuring her career\, she acted as counsel for the Government of Romania (Ministry of Foreign Affairs and Mediation Council) and multinational companies (Airbus\, Accenture\, European Drinks). He was Tennessee’s commissioner of finance and mayor of Chattanooga before being elected to the Senate\, but he spent most of his life in business. At the age of 25\, Corker started his own construction company with $8\,000 in savings\, eventually expanding operations to 18 states across the country. He later purchased two of the largest and oldest real estate holding companies in Chattanooga. He and his wife\, Elizabeth\, call Chattanooga home. \n\n \nKarl Dean was the sixth mayor of the Metropolitan Government of Nashville and Davidson County. He was elected on Sept. 11\, 2007 and was re-elected on Aug. 4\, 2011. He completed his second term in office on September 25\, 2015. Dean first held public office when he was elected as Nashville’s Public Defender in 1990\, a post he was re-elected to in 1994 and 1998. To do so\, he concentrated on three key goals: making the committee function again\, focusing the committee’s work on core American interests\, and making the committee genuinely matter to the American people and the rest of the world. \nIn his work to restore the committee’s functionality as a driving force for U.S. foreign policy and an effective check on the executive branch\, Corker led a number of successful initiatives. \n\nFirst State Department authorization bill in 14 years\nLed the winning battle to ensure Congress had a say in determining whether President Obama’s Iran nuclear deal could move forward (he ultimately opposed the JCPOA)\nCAATSA sanctions (Russia\, North Korea\, Iran)\nUncovered State’s system for evaluating progress in combatting human trafficking was subject to political interference\, took steps to ensure the practice was ended\nCritical oversight of United Nations\, including the pervasive problem of sexual abuse and exploitation being committed by U.N. peacekeepers\nKept committee about the fray of the political rancor pervading Washington (tried to start every debate in a bipartisan manner)\nPrevented Obama administration from sidestepping the Senate on the Comprehensive Test Ban Treaty\nGot the Senate back on track in fulfilling its responsibility to review and ratify treaties\n\n\nBob Corker is a successful businessman\, former United States Senator\, and was previously named one of the 100 most influential people in the world by TIME Magazine. Corker represented Tennesseans in the Senate from 2007-2018\, where he served as chairman of the Senate Foreign Relations Committee and became a national and global thought leader on fiscal\, financial\, and foreign policy issues. He was Tennessee’s commissioner of finance and mayor of Chattanooga before being elected to the Senate\, but he spent most of his life in business. At the age of 25\, Corker started his own construction company with $8\,000 in savings\, eventually expanding operations to 18 states across the country. He later purchased two of the largest and oldest real estate holding companies in Chattanooga. He and his wife\, Elizabeth\, call Chattanooga home. \n\n \nKarl Dean was the sixth mayor of the Metropolitan Government of Nashville and Davidson County. He was elected on Sept. 11\, 2007 and was re-elected on Aug. 4\, 2011. He completed his second term in office on September 25\, 2015. Dean first held public office when he was elected as Nashville’s Public Defender in 1990\, a post he was re-elected to in 1994 and 1998. He served as Metro Law Director from 1999 to January 2007\, when he resigned to run for the office of mayor. He has also served as an Adjunct Professor of Law at Vanderbilt. Dean was the Democratic Party nominee for Governor of Tennessee in 2018. Hard to find insights and perspectives from diplomacy\, academia and intelligence. \nTOPICS FOR MARCH 10\, 2021 \nTo Be Announced \n \n  \nCharles Richard (Dick) Bowers served as the US Ambassador to Bolivia from 1991 through 1994. During that time\, the American Embassy in Bolivia’s capital\, La Paz\, was the largest and most complex U.S. embassy in South America. Ambassador Bowers grew up in the San Francisco Bay area\, attended the University of California\, Berkeley. He entered the U.S. Foreign Service in 1967. From 1961 to 1964 he served in the U.S. Army as a Russian linguist in West Berlin at the height of the Cold War. As a career member of the U.S. diplomatic corps\, Ambassador Bowers served in the U.S. Embassies in Panama\, Poland\, Singapore\, Germany and Bolivia. He retired from the Foreign Service in 1995. Amb Bowers has been a Board Member of the Tennessee World Affairs Council since 2012. \nPatrick Ryan is a native of New York City. He enlisted in the Navy at age 17 and volunteered for submarine duty. He served aboard nuclear fast attack and ballistic missile boats during the Cold War\, rising to the rank of Chief Petty Officer. In 1982 he was commissioned and served aboard a cruiser in the Western Pacific before becoming a Navy Intelligence Officer. Ryan served aboard the carrier Constellation in the Pacific\, the Joint Staff Intelligence Directorate in the Pentagon\, the Center for Naval Analysis\, and the Intelligence Directorate of U.S. Central Command. Ryan retired from the Navy in 1998 and worked as a consultant on Intelligence Community projects and as the VP/COO of the National Council on U.S.-Arab Relations. Ryan ran a newsletter publishing business on international affairs from 1999-2016. He founded the Tennessee World Affairs Council in 2007. \nBreck Walker received his PhD in Diplomatic History from Vanderbilt in 2007. His dissertation was on the foreign policy of the Carter administration. He taught at Sewanee\, the University of the South\, 2007-2012\, and on the University of Virginia’s Semester at Sea Program in Spring 2013 and Fall 2015. He worked as a historian in the Historical Office of the Office of Secretary of Defense 2013-2016\, researching and writing a book on early Pentagon cyber policy. Prior to becoming a history professor\, Breck worked for twenty years as an investment banker\, the last ten as co-head of the Corporate Finance Group at J.C. Bradford & Co in Nashville. He has an undergraduate degree from the University of Texas\, and J.D. and M.B.A. degrees from Stanford University. The 15\,000 ceiling approved by President Trump for this fiscal year was the lowest number of refugees permitted since the modern program began in 1980. Biden’s order boosts the cap to 125\,000 for the fiscal year beginning October 1\, 2020. President Biden also called for talks with  Congress “about making a down payment on that commitment as soon as possible\,” suggesting action to increase the current fiscal year ceiling of 15\,000. \nWhat does this change mean for the reception of refugees in Tennessee? Join us for a conversation about these developments. \n\nWho is a refugee? According to the National Immigration Forum: “A person outside the U.S. seeking refuge. The U.S.\, based on international law\, defines “refugee” as a person outside the country of his or her nationality\, who is unable or unwilling to return to that country because of persecution or a well-founded fear of persecution based on his or her race\, religion\, nationality\, membership in a particular social group\, or political opinion. The legal basis for humanitarian admissions of refugees and asylum seekers to the United States began with the Refugee Act of 1980…” \n\nOUR PANEL \n\nLisa Sherman-Nikolas is a Guatemalan-American whose family made the difficult decision to leave Guatemala and relocate to Nashville in 2001\, Lisa has a deep commitment to fighting for an immigration system where all people can access safety\, opportunity\, and belonging. She joined in October 2015 and served as Policy Director for nearly five years before stepping into the role of Executive Director. \nAs Policy Director Lisa developed a track record of success in winning policy victories through research and analysis\, strategic communications\, lobbying\, and working with colleagues across programs to mobilize our base and develop community leaders to lead our campaigns. Victories under her leadership include defeating dozens of pieces of anti-immigrant legislation at the state legislature\, convincing Governor Lee to consent to continue to welcome refugees\, and pressuring the Davidson County Sheriff to terminate a rent-a-bed agreement with immigration and customs enforcement. Over the years\, she’s built respect and trust with partners\, lobbyists\, and elected officials across political aisles. \nPrior to joining the TIRRC team\, she worked in the international human rights field in New York\, London\, and Senegal. Lisa holds a Master’s degree in Conflict\, Security\, and Development from the Department of War Studies at King’s College London and is fluent in Spanish and English. \n\nIsaac James was born in Ifo refugee camp in Kenya\, Isaac is passionate about creating opportunities to strengthen migrants’ and refugees’ integration in their host communities. He currently serves as an Education and Care Coordinator for Refugee Empowerment Program in Memphis\, TN\, developing an entrepreneurship program for young immigrants. In addition to this role\, Isaac serves as a Benjamin A. Gilman Alumni Ambassador\, informing and helping students apply for scholarship opportunities to study abroad. \nLouisa Saratora is State Refugee Coordinator\, Tennessee Office for Refugees. She has worked with refugees in Tennessee for nearly 25 years in direct service\, program development and coordination\, and grant management and oversight. She currently serves as the State Refugee Coordinator with the Tennessee Office for Refugees\, a department of Catholic Charities of Tennessee responsible for the administration of Tennessee’s refugee program. Louisa holds a Master’s degree in Intercultural Studies from Union University in Jackson\, Tennessee and an undergraduate degree in English and Spanish from Fordham University in New York. \nOUR HOST \n \nKarl Dean was the sixth mayor of the Metropolitan Government of Nashville and Davidson County. He was elected on Sept. 11\, 2007 and was re-elected on Aug. 4\, 2011. He completed his second term in office on September 25\, 2015. Dean first held public office when he was elected as Nashville’s Public Defender in 1990\, a post he was re-elected to in 1994 and 1998. He served as Metro Law Director from 1999 to January 2007\, when he resigned to run for the office of mayor. He has also served as an Adjunct Professor of Law at Vanderbilt. Dean was the Democratic Party nominee for Governor of Tennessee in 2018. The legal basis for humanitarian admissions of refugees and asylum seekers to the United States began with the Refugee Act of 1980…” \n\nOUR PANEL \n\nLisa Sherman-Nikolas is a Guatemalan-American whose family made the difficult decision to leave Guatemala and relocate to Nashville in 2001\, Lisa has a deep commitment to fighting for an immigration system where all people can access safety\, opportunity\, and belonging. She joined in October 2015 and served as Policy Director for nearly five years before stepping into the role of Executive Director. \nAs Policy Director Lisa developed a track record of success in winning policy victories through research and analysis\, strategic communications\, lobbying\, and working with colleagues across programs to mobilize our base and develop community leaders to lead our campaigns. Victories under her leadership include defeating dozens of pieces of anti-immigrant legislation at the state legislature\, convincing Governor Lee to consent to continue to welcome refugees\, and pressuring the Davidson County Sheriff to terminate a rent-a-bed agreement with immigration and customs enforcement. He currently serves as an Education and Care Coordinator for Refugee Empowerment Program in Memphis\, TN\, developing an entrepreneurship program for young immigrants. In addition to this role\, Isaac serves as a Benjamin A. Gilman Alumni Ambassador\, informing and helping students apply for scholarship opportunities to study abroad. \nLouisa Saratora is State Refugee Coordinator\, Tennessee Office for Refugees. She has worked with refugees in Tennessee for nearly 25 years in direct service\, program development and coordination\, and grant management and oversight. She currently serves as the State Refugee Coordinator with the Tennessee Office for Refugees\, a department of Catholic Charities of Tennessee responsible for the administration of Tennessee’s refugee program. Louisa holds a Master’s degree in Intercultural Studies from Union University in Jackson\, Tennessee and an undergraduate degree in English and Spanish from Fordham University in New York. \nOUR HOST \n \nKarl Dean was the sixth mayor of the Metropolitan Government of Nashville and Davidson County. She also reports on developments in these areas for Arms Control Today and runs the Arms Control Association’s project assessing the effectiveness of multilateral voluntary initiatives that contribute to nonproliferation efforts. \nShe is the lead author of the P4+1 and Iran Nuclear Deal Alertnewsletter\, which assesses developments related to the 2015 nuclear agreement with Iran\, and the North Korea Denuclearization Digest\, which tracks efforts to negotiate with North Korea over its nuclear weapons program. Kelsey is also the co-author of a series of seven reports assessing the impact of the Nuclear Security Summits on efforts to prevent nuclear terrorism. She also reports on developments in these areas for Arms Control Today and runs the Arms Control Association’s project assessing the effectiveness of multilateral voluntary initiatives that contribute to nonproliferation efforts. \nShe is the lead author of the P4+1 and Iran Nuclear Deal Alertnewsletter\, which assesses developments related to the 2015 nuclear agreement with Iran\, and the North Korea Denuclearization Digest\, which tracks efforts to negotiate with North Korea over its nuclear weapons program. Kelsey is also the co-author of a series of seven reports assessing the impact of the Nuclear Security Summits on efforts to prevent nuclear terrorism. Kelsey joined the Arms Control Association in August 2011 as a Herbert Scoville Jr. Peace Fellow. \nKelsey has been quoted in numerous publications\, including the Washington Post\, The New York Times\, Foreign Policy\, Newsweek\, Reuters\, Christian Science Monitor\, Vox\, and The Guardian and has provided commentary on NPR\, CBC\, CNN\, ABC\, MSNBC\, Fox News\, al-Jazeera\, and C-Span. She has published opeds in various outlets\, including TIME\, Reuters\, CNN\, Bulletin of the Atomic Scientists\, and Defense One. \nKelsey is a term member of the Council on Foreign Relations and a member of the National Committee on North Korea. She was selected to the CSIS Mid-Career Cadre in 2018 and serves on the Board of Directors for the Herbert Scoville Jr. Peace Fellowship. \nPrior to joining the Arms Control Association\, Kelsey worked a think tank in Jerusalem researching Middle East security issues. Kornblum has a long record of service in the United States and Europe both as a diplomat and as a businessman. He is recognized as an eminent expert on U.S.-European political and economic relations\, in particular in Central and Eastern Europe. He served as the U.S. ambassador to Germany from 1997 to 2001. Before that\, he occupied a number of high-level diplomatic posts\, including U.S. Assistant Secretary of State for European affairs\, Special Envoy for the Dayton Peace Process\, U.S. Ambassador to the Organization for Security and Cooperation in Europe (Helsinki Process)\, Deputy U.S. Ambassador to NATO\, and U.S. minister and deputy commandant of forces in divided Berlin. \nCharles Richard (Dick) Bowers served as the US Ambassador to Bolivia from 1991 through 1994. During that time\, the American Embassy in Bolivia’s capital\, La Paz\, was the largest and most complex U.S. embassy in South America. Ambassador Bowers grew up in the San Francisco Bay area\, attended the University of California\, Berkeley. He entered the U.S. Foreign Service in 1967. From 1961 to 1964 he served in the U.S. Army as a Russian linguist in West Berlin at the height of the Cold War. As a career member of the U.S. diplomatic corps\, Ambassador Bowers served in the U.S. Embassies in Panama\, Poland\, Singapore\, Germany and Bolivia. He retired from the Foreign Service in 1995. Amb Bowers has been a Board Member of the Tennessee World Affairs Council since 2012. \nPatrick Ryan is a native of New York City. He enlisted in the Navy at age 17 and volunteered for submarine duty. He served aboard nuclear fast attack and ballistic missile boats during the Cold War\, rising to the rank of Chief Petty Officer. In 1982 he was commissioned and served aboard a cruiser in the Western Pacific before becoming a Navy Intelligence Officer. Ryan served aboard the carrier Constellation in the Pacific\, the Joint Staff Intelligence Directorate in the Pentagon\, the Center for Naval Analysis\, and the Intelligence Directorate of U.S. Central Command. Ryan retired from the Navy in 1998 and worked as a consultant on Intelligence Community projects and as the VP/COO of the National Council on U.S.-Arab Relations. Ryan ran a newsletter publishing business on international affairs from 1999-2016. He founded the Tennessee World Affairs Council in 2007. \nBreck Walker received his PhD in Diplomatic History from Vanderbilt in 2007. His dissertation was on the foreign policy of the Carter administration. He taught at Sewanee\, the University of the South\, 2007-2012\, and on the University of Virginia’s Semester at Sea Program in Spring 2013 and Fall 2015. He worked as a historian in the Historical Office of the Office of Secretary of Defense 2013-2016\, researching and writing a book on early Pentagon cyber policy. Prior to becoming a history professor\, Breck worked for twenty years as an investment banker\, the last ten as co-head of the Corporate Finance Group at J.C. Bradford & Co in Nashville. He has an undergraduate degree from the University of Texas\, and J.D. and M.B.A. degrees from Stanford University.
